Mental health care in Austria - An evaluation based on the recommendations of the World Health Organisation by mental health professionals, health politicians and -administrators, patients and relatives

- Objective: The aim of the present study was to investigate how several groups of those in contact with psychiatry assess the mental health care system in Austria. Methods: Overall, 181 persons (about equal numbers of psychiatric professionals, health policy makers, patients, relatives) from all Austrian provinces participated in this survey. The questionnaire consisted of 151 questions based on the recommendations for the 10 areas of action suggested by the,World Health Report 2001". Results: The realization of recommendations concerning the resources necessary for mental health care were consistently assessed as positive. Recommendations concerning mental health promotion as well as the involvement of patients and relatives were judged to be realized to a sufficient degree. The integration of mental health care into the general medical care system as well as the implementation of community psychiatric services were assessed to be not satisfactory. The establishment of national policies, programmes and legislation was criticised by study participants (except by health policy makers) to be insufficient. Similarly, prevention, health information systems and research were judged to be unsatisfactory. The four groups of study participants were (in part) significantly different concerning their opinions. Overall, health policy makers had the most positive view, while relatives reported a very negative rating of the mental health care system. Conclusions: Using the recommendations of the World Health Organisation and of the European Ministerial Conference as a yardstick, the mental health care system in Austria seems have several shortcomings. Similarly, the implementation of targets which are agreed since a long time by all players in the mental health field (e.g. implementation of community psychiatric services) was assessed to be insufficient.
